The aim of this paper is to examine quantitatively clarified the influence of the proximity of local governments on the approach to open data by The Point distribution analysis of Open data initiative local government in Japan.As a result, From the kernel density estimation analysis, it is shown that in the most concentrated hot spots is 25 km radius from the center in the Kansai area. Next hot spots is in the range of 30 km radius from the center in the Kanto area,the middle region, the Fukui prefecture, and the Tokai region were able to extract hotspots concentrated on medium scale.
