Privacy Impact Assessment Initiatives by National Identification Number and Problems for the Open Government

Abstract

National Identification Number System will be the first system in Japan to improve efficiency of administration and residents, connecting all central and local governments, etc.

In order to be settled as the national base system, risk management and preventing for accidents, reducing resident's anxiety are needs by governments.

In this paper, I analyzed risk measures in Privacy Impact Assessment (PIA) through the security incidents, and examine problems for the Open Government.
