Improving the Internet usage environments for children has become an international policy issue. International cooperation is one of the policy issues in the basic plan of the Japanese government’s policy of child protection on the Internet. Based on this study conducted a text analysis of the OECD’s Child Protection Recommendations which take international policies for youth protection, and the articles of Japan’s Youth Internet Environment Improvement Law. As a result, Japanese law focused on measures to prevent the viewing of harmful content. In contrast, it became clear that the OECD Recommendation also pays close attention to the need to respect the benefits of the Internet While aiming to protect children.
