The aim of this paper is to examine quantitatively clarified , we conducted a GIS-based cluster analysis of the locations of open data-engaged and non-engaged municipalities throughout Japan to quantitatively identify the areas where each municipality is concentrated. As a result, the spatial concentration of open data initiative municipalities was similar to that of all municipalities, with the most concentrated hotspot clusters in the center of Tokyo, Osaka, and Sapporo. The clusters of municipalities that have not yet tackled open data were located in the northern Kanto region, the southern part of central Osaka, the northern part of central Nagoya, central Hokkaido Sorachi, southern Hokkaido Donan, southern Iwate Prefecture, western Fukushima Prefecture, southern Hiroshima Prefecture, and southern Shikoku. In the future, encouraging the municipalities that form these clusters to work on open data will be an effective way to achieve a 100% open data rate.
