    Local crowdfunding has an important role in local activation. However, local crowdfunding is administrated under unfavorable conditions, and most local crowdfunding sites use the systems provided by major crowdfunding companies, which makes them susceptible to the policy changes of such major crowdfunding companies. In February 2021, one of the system providers significantly changed the service policy and terminated the specialized system for local crowdfunding. This study examines how the users of the system adapted themselves to the environmental change. In addition, trends of other local crowdfunding sites during the same period are introduced.

    This research aims to examine the role of local NPOs as a driving force for building creative communities with citizens, and to test hypotheses about the sustainability of local NPOs and their activities as “projects.” The case study of BEPPU PROJECT, an NPO in Beppu City, Oita Prefecture, shows how the acceptance of the “Citizen’s Cultural Festival Project” by its fans and sympathisers has fostered a sense of trust in the local community and fostered citizens’ pride in living in a creative city. Applying the theory of “project ecology” (Grabher, 2002) to the local context, the practical example of a citizen-led project in Beppu City points to a possible norm for autonomous community building by citizens in other areas with similar social problems.

    One of the basic principles of smart city initiatives in Japan is "to be aware of the citizens’ perspective and emphasize the positive efforts of the citizens themselves." As the ideal way, it is necessary to make efforts to encourage the active participation of citizens, and to educate and explain the residents who will be the data providers in the data-driven society. Through case studies, we confirm that successful cases have the commonality of having open places where people and government can interact with each other and creating education and opportunities to raise interest in social issues with the participation of residents.

    Improving the Internet usage environments for children has become an international policy issue. International cooperation is one of the policy issues in the basic plan of the Japanese government’s policy of child protection on the Internet. Based on this study conducted a text analysis of the OECD’s Child Protection Recommendations which take international policies for youth protection, and the articles of Japan’s Youth Internet Environment Improvement Law. As a result, Japanese law focused on measures to prevent the viewing of harmful content. In contrast, it became clear that the OECD Recommendation also pays close attention to the need to respect the benefits of the Internet While aiming to protect children.

    Promotion of recurrent education is an essential issue for the sustainable development of society. Most of the previous studies have concerned the perspective of the organizations that implement recurrent education. Fewer studies have been conducted from the perspective of students, who should be the key beneficiaries. Here, we focused on women with elementary and junior high school children as the subjects of recurrent education and surveyed to clarify their interest in recurrent education and its factors. As a result, we found that most of them were interested in recurrent education, but they were unwilling to spend money on it. The results also found that people with high educational background, higher education norms, and a high estimate of the effectiveness of recurrent education showed a high interest in recurrent education.

    The number of inductions of AI and IoT technologies has recently increased in primary and secondary industries, needless to say in the tertiary sector, because of pioneering a new market developing AI and IoT technologies. This advancement has enhanced automatization and unmanned, such as in manufacturing industries. Year to year, our conventional employment opportunities have decreased, and other employees have increased significantly in the tertiary sector. Therefore, especially newcomers must recognize this situation and know what skills we should learn to work for such a society. For these reasons, we investigated and considered psychoanalysis and scholar or attainments test, which are essential on our new employment support service ideas.

    This paper explains the Students Meet Internationally through Language Education (SMILE) project and its review by participants in the SMILE symposium held at February 2021. We arranged two Japanese high schools and two Taiwanese high schools connected with online meeting tools in the SMILE project. By using those tools, both high school students made English conversations. The project helped the students and teachers by supporting their international communication and providing a learning support system named Dialogbook we had developed.

    The aim of this paper is to examine quantitatively clarified , we conducted a GIS-based cluster analysis of the locations of open data-engaged and non-engaged municipalities throughout Japan to quantitatively identify the areas where each municipality is concentrated.As a result, the spatial concentration of open data initiative municipalities was similar to that of all municipalities, with the most concentrated hotspot clusters in the center of Tokyo, Osaka, and Sapporo.The clusters of municipalities that have not yet tackled open data were located in the northern Kanto region, the southern part of central Osaka, the northern part of central Nagoya, central Hokkaido Sorachi, southern Hokkaido Donan, southern Iwate Prefecture, western Fukushima Prefecture, southern Hiroshima Prefecture, and southern Shikoku. In the future, encouraging the municipalities that form these clusters to work on open data will be an effective way to achieve a 100% open data rate.

    Due to the influence of COVID-19, the momentum for utilizing ICT in school education is increasing. In this research, we combine the conventional viewpoint of open data promotion in the local region with the practice of ICT utilization in the field of school education. Based on the above, we will explores the possibility of new open data promotion and regional vitalization methods. The usefulness of the proposed method was confirmed through the implementation of various empirical events.

    In this presentation, I first showed that governments pursuing current "digital reforms" have been pursuing the same goals, repeating the same mistakes, and using the same methods for the past 20 years. Then, I showed a quantitative method of ascertaining the tenure and concurrent duties of IT ministers and the status of IT strategy headquarters meetings in order to understand the status of political leadership, with the aim of examining the methods used to understand and evaluate the progress and success of the reforms. If the numbers are better than in the past, we may be able to conclude that the reform is on its way to success, and that there is less concern about repeating the digital defeat.

    This study aims to understand the characteristics of public relations and activities by the government taken during the COVID-19 expansion period of 2020. Such a method of public persuasion includes employing “official media.” The characteristics of these policy messages include building "security and trust" between the public, the government and administrative agencies. Our analysis from texts in major social media from China concludes that the following tactics were used. 1) "Diversion": emphasizing "the country’s actions and their effectiveness" from the focus on COVID-19; 2) "Ingratiating": Complimenting the contributions of stakeholders (e.g. medical personnel, military); 3) “Rectification & Guiding”: which involves using the power of influential scientists and announcers to avoid the spread of misinformation. This study also suggests that the government and administrative organizations in power are setting the agenda. The goal is to persuade the public to respond and engage in their messages. The public then expects the desired results and a regaining of “normalcy”. Therefore, putting emphasis on the importance of “harmonious social values”.

    This study clarifies that the decision-making process regarding E-Government policy in Japan, and how E-Government policy has evolved as a national project from the perspective of the “deliberative demokratie” theory and the “policy window” model. As a result, it became clear that there was a certain agreement between the ruling party and the opposition party over the E-Government policy, although there were various interests and concerns. However, it was not possible to mention the trends in public opinion regarding e-government policy and the changes in that policy so far, and these problems remained as issues.

  • Comparative Analysis of Digital Diplomacy focusing on the Operation of Twitter and Facebook Accounts by 156 countries

    This paper investigates the social media presence of 156 foreign embassies located in Japan. It identifies 89 Twitter and 99 Facebook accounts by 110 embassies and then reviews the annual trends in opening accounts. It also compares the Twitter accounts by correlation between average follower growth and average number of tweets per operation month. It points out the correlation can be classified using 4 indicators: “productive”, “unproductive”, “efficient” and “inefficient”.

  • An Inquiry into the Dominance of English

    As globalization proceeds, English is becoming regarded as more and more important around the world. The dominance of English has evoked a range of controversy, but views differ even among its critics. The point is whether languages are exchangeable or not. To clarify the relation between language and culture, this paper first look into linguistic relativity. Laboratory experiments by cognitive linguists clearly show that language has inherent properties to affect our thought. But this is not the whole story. Language can influence our thought through not-inherent ways. That is, English has an ideological function in the globalizing world. Our world is increasingly dominated by neoliberalist market system, where everything is becoming exchangeable commodities. This was not the case decades ago, where colonialism was powered by the tight connection between language and culture. Thus, finding an alternative to neoliberalist globalization is the prerequisite for overcoming the dominance of English

    In this paper, we will first review the definition of game engagement in psychology based on the Game Engagement Questionnaire (GEQ) and the definition of "flow" proposed by Csikszentmihalyi and the conditions under which it occurs. Flow will be next analyzed from a philosophical perspective, and we will clarify the relationship between flow and mind-body from the point of view of mind-body dualism. Then, we will examine the difference between flow as a positive concept and absorption as a negative one (in a sense similar to game addiction) and consider what elements can be mobilized in gamification. In the process, GEQ itself will also be re-examined.

    This paper develops Keynesian Disequilibrium Dynamics model that integrates the Calvo type New Keynesian model and the Iwai's Disequilibrium Dynamics model and does numerical calculation in order to investigate model's property. Keynesian Disequilibrium Dynamics model is based by the Calvo type New Keynesian model, and is built by quantity constrains of traditional Keynesian model. The Canonical New Keynesian model is difficult for showing the quantity constrains (the principle of effective demand), but our Keynesian Disequilibrium Dynamics model shows the quantity constraints in the fixed price and disequilibrium economy.
