In this presentation, I first showed that governments pursuing current "digital reforms" have been pursuing the same goals, repeating the same mistakes, and using the same methods for the past 20 years. Then, I showed a quantitative method of ascertaining the tenure and concurrent duties of IT ministers and the status of IT strategy headquarters meetings in order to understand the status of political leadership, with the aim of examining the methods used to understand and evaluate the progress and success of the reforms. If the numbers are better than in the past, we may be able to conclude that the reform is on its way to success, and that there is less concern about repeating the digital defeat.
