Citizens' participation in the legislative process through petitions to the Diet

Abstract

This paper positions petitions to the Diet as a means of public participation in the legislative process, and examines their function and influence. Petitions adopted by the Diet are sent to the Cabinet, which takes policy measures, but the response is not always sufficient. It is necessary to review the petition system so that petitions are thoroughly deliberated by the Diet and adequate responses are made by the Cabinet.
