The purpose of this study is to investigate the ideal form of privately managed pools where children and students can safely and securely take swimming lessons while sharing them with the general public, based on an interview with a newly built heated pool in Higashikagawa City, Kagawa Prefecture, which adopted the DBO (design, build, and operate) method. In addition, the study raises the issue of how swimming education should be developed in facilities that are the result of the joint efforts of educational administration and private companies. In the future, it seems inevitable to outsource swimming lessons to private companies due to the financial circumstances of the region. When that happens, Higashikagawa City's privately managed pool using the DBO method should be greatly referenced as a pioneering initiative by local governments nationwide.
