The primary objectives of the socio-economic study were to identify current problems and to find key factors for further development. To pursue these aims, four kinds of survey were prepared: (1) a general survey of family structure, occupation, ownership of land, land use, and livestock; (2) an economic survey of input-output relations in farming and the economic performances of farming and non-farming activities; (3) a survey of farmers' behaviors and perceptions with regard to problem identification and their past and future activities; and (4) an extension of the last survey to villagers' needs and expectations of development.
 The main concerns of this presentation are to clarify farmers' attitudes and perceptions regarding their future and development planning. There were common problems and interests in the study districts. Differences in problem identification and investment preferences were found among villagers there. Particular features were also identified in different classes of villagers in terms of size of landholding, structure (ownership, lease, landless, part-time, etc.) and other factors (sex, age, etc.).
 This information provides valuable materials for planning, since participation of the people can be encouraged if their needs and interests are sufficiently involved in the plan. One important factor in the success of a development programme might be the extent to which it can attract the attention and secure the support of the rural people. Thus, any plan needs to start by clarifying villagers' problems and desires.
