In this paper, we analyze the effect of two-phase evacuation with a temporary gathering place on congestion reduction with a pedestrian simulator. At first, we construct an evacuation behavior model based on the questionnaires in Senju Area, Tokyo, and estimate the number of the evacuees under several disaster situations. We apply CrowdWalk, pedestrian simulator to measure the effect of two-phase evacuation and direct evacuation to wide-area evacuation sites with using two evaluation indexes, an average evacuation time of all evacuees and average stopping time in congestion of all evacuees. As a result of our simulation, we conform that two-phase evacuation has an effect preventing the evacuees from concentrating in an evacuation route, and the variation of evacuation behavior can be caused by two-phase evacuation. Finally, we discuss the availability of the two-phase evacuation for practical use.
