In this paper we determine monodromies of 3-dimensional torus bundles over the circle such that the corresponding manifolds admit complete special affine flows without closed orbits. We also determine monodromies such that the corresponding manifolds admit minimal complete special affine flows. Furthermore we construct concrete examples of special affine flows without closed orbits.
