Abstract

The objective of this paper is to develop a model system of departure time choice for commuter trips in Tokyo metropolitan area, for forecasting urban railway passenger travel demand. There are few comprehensive departure time choice model systems in consideration of urban railway policies for practitioners. This model system is composed of an integrated combination of departure choice model, time of day choice set generation model and link cost model. By using this model system, we can measure the effectiveness of demand management policies such as flexible work time system, congestion charging. Furthermore, the increase in the number of train operation to reduce peak period congestion may cause decrease of user's utility can be pointed out.
