Abstract
When people work on one environment from various viewpoints with an aim "the conservation of nature", opposition may occur there so that the functions that they demand from it are different. However, in the case of "Kabukuri-numa", the conflict doesn’t occur there though the function that a conservation of nature group pursues in the swamp is different from local people.
 Until about 1965, "Kabukuri-numa" was a place of the life and now is a place to collect water in to prevent from the submergence of the rice field for local inhabitants. On the other side, the conservation of nature insists on the importance of the wetland "the coming flying place of the wild goose". Both were located in opposite, but in late years are approaching it by Ramsar Convention. On the basis of the above, this paper do a close-up of the figure of regional inhabitants reconstitute of“the history”.
