Abstract

 The purpose of this paper is to clarify the influences of cooperative reconstruction efforts in local communities, in case of toyoma district in iwaki city, fukushima prefecture.
 In order to show the grand design for district reconstruction after 3.11, “Umi machi toyoma shiminnkaigi” was established by three wards of district, Numanouchi, Usuiso and Toyoma, which compose toyoma district in 2013. Although the existing local residentsʼ organizations have played a major role in the regional decision-making, changes in the regional decision-making process triggered by the earthquake remain. As a result of considering the role of “Umi machi toyoma shiminkaigi” on such changes, it turned out that consensus building function, cooperation promotion function, and to improve self-governing ability function is working. As a new finding of this paper, citizen council has a function that should be called to as an adjustment function for coordinating opinions between the administration and residents.
