This article explores the emergence mechanism of social capital focusing on the interaction between micro, meso, and macro levels in society. Considering a characteristic of social capital as byproducts, which Coleman (1988) points out, this article simultaneously studies (1) how social mechanisms at higher levels facilitate social capital at lower levels and (2) how social capital at lower levels facilitates social capital at higher levels, points out that there are a virtuous cycle in which social capital at all levels is enhanced and a vicious circle in which social capital at all levels deteriorates, and shows that the intervention of social mechanisms at higher levels to enhance social capital at lower levels entails some problems.
