Bit-rate control method for DCT coding used non-zero datas in DCT coefficients

Abstract

DCT and Huffman coding are used in JPEG(Joint photographic exparts group) base-line system, as still image data compression method. In this paper, we use the number of non-zero datas on AC coefficients in DCT to estimate the statistics of an image data (Activity), and control the code length of each image whithin the target bit-rate.
