A Study of Quality Control Strategy in Second Generation Video Coding

Abstract

Quality control strategies for second generation video coding are proposed. Picture quality degrades severely in tandem video coding without a sophisticated quality control mechanism. Some coding parameters for the first coding such as the picture prediction type and the quantization step size are to be referred in the second coding. For the case that such parameters are unknown, this paper also proposes a practical way of reasonably assuming the parameters of the first coding.
