Recently, monitoring systems using TV cameras have been widely introduced in stores, in supermarkets, and in factories. Monitoring is now necessary not only for security but for providing better services. However, monitoring efficiency at present is limited, because most TV image monitoring must be done manually. This paper presents Intelligent Tele-Monitoring (ITM) which monitors one or more elements in an environment by computer based monitoring techniques. The elements may be humans, animals, vehicles, buildings, plants, and so forth. There are two basic types of monitoring, passive monitoring by a stationary camera, and active monitoring by a moving camera. Monitoring includes extraction, counting, measuring, tracking, or recognizing the target elements. Several examples of ITM applications are also demonstrated.
