Tokyo Metropolitan Region has particular social and physical characteristics contrast to the other region, and the damage in case of an inland earthquake of M. 7.3 will be so huge as unexperienced. Therefore, process of recovery and urban reconstruction can be estimated to be completely different from the existing cases and some sort of preparation for the unknown problems will be neccessary. In this paper, we discuss the importance of understanding possible recovery process and problems and main standpoints of recovery and urban reconstruction. Moreover, we explain the outline of “Pre-disaster Image Traning for Livelihood Recvery and Urban Reconstruction” as a method of recovery scenario making. The same kind of methods will be socially needed for the forthcoming inland earthquake.

Based on cultural psychiatrists’ argument, we distinguished two different social orientations toward disaster rehabilitation: recovery-oriented vs. social reform-oriented thinking. The former, which is more conservative way of thinking, aims at getting restored to former state after the disaster by preserving the continuity of social conditions in the past. The latter, which is more revolutionary way of thinking, aims at bringing a fundamental social reform in the future by regarding the disaster damage as a spring board to renew a society. It is discussed that the two orientations have both positive and negative aspects, so that a good balance between the two extremes is important to realize successful disaster revitalization.

Houses and building estate of the sloping ground have suffered serious damage on the Genkai Island by the Fukuoka-ken Seiho-oki Earthquake in March 2005. It has been started construction the recovery business in March, 2006, and it is canceled shelter life by reconstructed houses in March, 2008. This research is send out questionnaire about the evaluation of the business or the future of the island for the inhabitants and compared the result in January, and December, 2006. As a result, the life was restored, but a new problem was appeared an anti-gale measure and a tourist industry, and it developed uneasiness for activating of island.
