This paper analyzes the human resource conditions that meet the challenges of educational administration and school management in remote areas, and how these conditions are utilized in school management. The research method focused on the five new elementary schools that were established after the consolidation in Y City, X Prefecture in the 2016/17 school year, and elementary school A, which is located in a particularly remote area, and analyzed the transfers of a total of 149 teachers and staff assigned after the consolidation. We also conducted a series of interviews with interested parties.
As a result of the demonstration of the teacher and staff assignment in the case study school, it became clear that the integrated elementary school was positioned as part of a new community building in the former town area with local studies at its core. This is made possible by the local board of education's strong support through personnel changes in faculty and staff, especially school administrators, and by the active involvement of community schools in elementary and junior high schools.
