The institution of historic districts was exploited in 1965 under the Landmarks Law in New York City. Because the institution has ambiguous purpose, namely to preserve the special character, it is being improved as an universal method of preservation planning. The improvement has been sustained by the citizen, who has contributed to designations and regulations of living environment as historic districts, and the Landmarks Preservation Commission, who has kept the importance of preserving historic and architectural heritage in addition to accepting the public opinion.
