In recent years great importance has been set on evaluation, and necessity for studies on evaluation are being recognized not only in the private sector, but also in public services and social activities by organizations including NPO. The objectives of this symposium is to contribute to the advancement of inter-disciplinary studies on evaluation and to provide an opportunity to exchange ideas to practitioners and scholars through having authorities from industry, academia and the government discuss on current issues and prospects of evaluation in each field,
Mr. Akio Mikuni, representing director of Mikuni Office, which deals with rating of companies, introduced the current status and the issues of evaluation of companies. Likewise, Mr. Toshio Tsukamoto, director of the Policy Evaluation Bureau of Ministry of Public Management, Home Affairs, Post and Telecommunications, spoke about the new practice on the evaluations of policies by government agencies, and Mr. Takashi Yamagiwa, professor of Tamagawa University, spoke about the trend of evaluation at the levels of elementary and secondary education. Discussion was opened to the floor after Mr. Saburo Kawai, President of JEA and Dr. Ryokichi Hirono, Vice President of JEA had commented on the speeches.
The informative reports by the guest speakers led to live discussions. Although the speakers and the audience had a variety of background, the participants shared the idea that evaluation is important regardless of field. Furthermore, it was made clear that the JEA should continue discussions on matters such as systems for evaluation, evaluation methods, means for maintaining the objectivity of evaluation, individuals to evaluate, ways for developing such individuals, standardization of terminology.
