In local cities, downtowns are declining due to the motorization and the emergence of large-scale shopping centers in the suburban area. The benefit of physical agglomeration on the economic activities is also decreasing because of the progress of the information technology (IT) such as the electronic commerce and telecommuting. Local cities have been faced to the crisis of dissolution and dismantlement for several decades. In the background of the globalization, deregulation and environmental concerns, the urban regeneration becomes an important subject in the world.
The Japanese government adopted a downtown regeneration policy which utilizes a power of the private sector. Each town made the plan for regeneration. In some local cities, the town management organization (TMO) was founded to revive old downtowns. The government introduced some legal and public supports to old downtowns. However we cannot see a symptom of downtown revival.
In this paper, we describe the subjects of old downtown and difficulties with policy-making and management. Case studies of the urban regeneration policy in the U. K. and United States are shown. We also examine successful and unsuccessful factors of urban regeneration.

In Italy the architectural regulation on rehabilitation has important effect to conserve architectures and historic center on the respect of form. The purpose of this study is to clarify the decision factor of two architectural regulations for historic center of Urbino and consider the effect of architectural regulation. We found below: The regulation of 1964 is elaborated on the respect of buildings' quality and using. The "ripristino" is the main type for utilizing the buildings and rivitalize the historic center. The regulation of 1983 is elaborated on the buildings' history. The "restuaro" is chosen as the main type for conserving the Renaissance buildings and the form of historic center. Two architectural regulations has different decision factor and indicate different image of historic center. The first is the life place for. The second is the historical heritage. An architectural regulation shows the way of using buildings and the way of revitalizing the historic center.

On this study continued from the Part 1, we've chosen two Prefectures of the region limitative type that forms the landscape by the hard measures and the soft ones for the specified region in the Prefectures, and two Prefectures of the idea active type that forms the landscape mainly by the soft measures for the Prefectures. So we've made clear the applying circumstances of the each landscape administrative measures. Still more, through the investigation of the relation with the municipalities, we've clarified the roles of the landscape administrative measures. As a result, we've found two types' roles. The region limitative type's born "the wide region role" by the hard measures. The idea active type's born "the wide region role" and "the promotive role" by the soft measures. Finally, by the result of the Part 1 and 2, we've surveyed the bearing roles of the landscape administrative measure of each 3 types as the following. The total development type's born 3 roles, that is, "the wide region role", "the leading role" and "the promotive role". The region limitative type's born 1 role, "the wide region role". The idea active type's born 2 roles, "the wide region role" and "the promotive role".

By the our past study, the Prefectures' landscape ordinances have been classified in 3types of the total development type which develops the hard measures and the soft measures for all of the Prefectures, the region limitative type which does them for the specified region in the Prefectures, and the idea active type does the soft measures mainly for all of the Prefectures. In this study, we've made the hearing for 12 Prefectures and 12 municipalities of the total development type which occupies the Prefectures more than the others. So we've surveyed the situation bearing the landscape administrative measures of the total development type's Prefectures by making clear not only the applying circumstances of the hard measures of the wide-landscape region, the landscape-forming district, the large-scale activities etc., the important landscape structure etc., and the soft measures of the enlightenment etc., the landscape-forming agreement, the landscape-forming group, the support etc., but also the Prefectures' role for the municipalities. There're the 3 roles in the landscape administrative measures of the total development type. "The wide region role" through the wide-landscape region and the enlightenment etc., and also "the leading role" through the large-scale activities etc. and the landscape-forming agreement except for the landscape-forming district, the important landscape structure etc. and the landscape-forming group, have been bom in many Prefectures. Besides "the promotive role" has been bom through the enlightenment etc. and the support etc. in a lot of Prefectures.

This study reports fabrication technique of "community-based planning information book (CPIB)" which had developed as the database for citizens share the information in the Tsuruoka City, and its evaluation by the citizen. The features of CPIB are to correspond for "extent of the problem consciousness of the citizen" and "extent of the citizen's relationship to the community-based planning". The evaluation results shows the roles of 4types of citizens -the citizen type of "person with right" and "person receives lifelong learning" as the good reader of CPIB, and the "person aims building agreement" and "NPO staff" as the producer of CPIB.
