In the district of Kodokan and Mito Castle Ruins, integrated historical areas were realized by intensive public works from 2011 to 2020. This paper explores that the factor of realized intensive public works and the effects through documentary surveys and interview surveys. Through establishing the historic scenery maintenance and improvement plans, the organization involved fourteen divisions was created in Mito City. In the discussion of this organization, each division shares each work and policy plan for the first time. As a result, establishing this organization contributed to making new plans, receiving subsidies, creating the historical landscape, and improving safety.
