In this paper we explore the development of the learning environment of Japanese as a foreign language in a small European country with its own language, and suggest a method of improving it. We took the Republic of Slovenia, an EU member state with a population of approximately 2 million, as an example. Not only is the number of Japanologists in Slovenia quite small, the small number of purchasers drives the book prices up so publishing Japanese learning materials faces many difficulties. We set up a plan for improving the Japanese language learning environment by establishing an information system.
