The objective of this paper is to elucidate the characteristics that distinguish the act of designing from acts in general. The formal model of a model of deliberation in designing something and that of deliberation in doing something. It is assumed that one of the differences is that the act of designing creates a new system but acts in general do not always have to create a new system. It is demonstrated that this difference can be dealt with formal representation.
