Abstract
This thesis tries to grasp comprehensively the activies related to urban physical environment in Kobe during the early period of local government (from around 1889 to 1914). The initiative of urban developement was in the hand of private sector, while public sector played supportive role as well as subordinate one. This characteristics of urbanization led to por environment in terms of life and industry. What brought about this characteristics? I suggest an ideological problem as one of local factors.
