A STUDY ON THE FUNCTION OF THE DISTRICT PLAN FOR THE IMPROVEMENT OF ROADS, PARKSAND BUILDING BLOCKS IN URBAN AREAS AND ITS SUSTAINING CONDITIONS : Based upon the practice of Katsuta City

Abstract

This paper analizes the practice of development control of Katsuta City in the last twenty years. It is characterized as a method for planning control to regulate private-sector development through a pre-determined district plan. Based on this study, we clarify that the roles of the plan have changed and its functions aim at the negotiation between the puplic and private sectors rather than the adjustment of a development plan to the district plan.
