Abstract
Since Hyogo-Ken Nambu (Kobe) Earthquake, disaster mitigations including countermeasures for aged people are promoted by the local municipal governments in these areas where large-scale earthquakes are high likely to occur. However, disaster mitigations in snow periods and in cold regions are lacking and overlooked by local administrators. Actually, in this occasion, circumstances could be even devastated after the medium scale earthquake, because of the latent complex disaster. In this paper, the authors referred research achievements related to earthquake during winter season. From the point of view of Snow Engineering, Earthquake Engineering even in Public Health, the authors did document citation and reviewing, in order to do co-operated with many researchers and engineers in different types of subjects involving Geotechnical Engineering and Sociology territory, especially in the interdisciplinary field of city planning such as countermeasures for aged people considering physical capacity under meteorological condition.
