Abstract
This paper clarifies merits and demerits of application of article 34-11 of city planning law from a case study of Takasaki City, which has high response from implementation of article 34-11 since 2004.
As results of performed municipal byelaw by article 34-11,
1) numbers of developments have increased by 4 times,
2) developments increase made it clear that assessment before
implementation was inexact and inappropriate,
3) developers found loopholes about access road regulation and divided developing sites into complex forms so as to patch up disguised road,
and
4) because there is no regulation about road which approaches to developing land directly, developments increase spurred to sprawl.
