The aim of this report is to recognize the significance of the public support necessary for maintenance and recovery of rural areas damaged by earthquakes, comparing the case of Western Tottori Earthquake with that of Mid Niigata Earthquake. The Japanese housing reconstruction support system was not adequate enough to satisfy the demands of the people in rural area damaged by the earthquakes. There were some limits to the application of the system such as income limit, age limit and the damage’s degree limit. The local government should clearly proclaim the housing reconstruction support according to the actual situation at early time.
