Abstract
In the areas in the declining population, plans how to support and revitalize activities by local residents is becoming more important. This paper reports on working for formulation of Autonomous Area Management Plans. We found that those plans can be effective in the area retaining regional resources and active community. On the other hand, there is a general tendency that the local community tends not to choose ways for medium- and long-term vision. For those reasons, making of multi-layered planning system in the cooperation with other actors can be a future consideration.
