Abstract

The purpose of this study is to clarify characteristics and problems of the improvement project for emergency evacuation in Kobe city. Main characteristic of the project is cooperative relationship between inhabitants and a municipality.
The project has five problems : ·Using private land. ·Agreement of right holder. ·Opportunity to know. ·Through traffic. ·Setting of goals.
In two years, 14% of buildings of dead-end way roadside secured emergency evacuation by the project. In addition, the project can short of the evacuation distance.
