This article reports on Brunei’s unique Land Readjustment (LR) approach as a mechanism for promoting urban development. The commitment of the government to open up a new commercial area enabled LR to be carried out using existing laws and new policies. Unlike typical LR elsewhere, Brunei’s model opted for a no reserve land approach. This was done as to promote LR and was also made possible as existing state land in the project area was available to be used. The rezoning of the project area and other benefits offered to landowners enabled negotiation to progress smoothly.
