In this study, we focus on the decision making process of building system of Kasumigaseki Building, which is the first skyscrapers over 100 meter high in Japan. We investigated the record of proceedings of discussion between owners, architects and contractors. We appears that, 1) several new materials or technologies were examined and some experiments were done, and it led to the delay of construction, 2) the design process was closer to development than design, referring to several researchers and architectures 3) finally, the design came down to conventional one.
