Thomas Waters, one of the ‘Oyatoi’ engineers who designed some western style architecture in Bakumatsu and Meiji Japan, moved to New Zealand and was involved in the coal mine development between 1885 and 1891. Focusing on the plant layout and transport system, this paper examines the industrial heritages including the drawings he prepared and remaining structures on the site. As a result, Thomas Waters is considered to have realized the layout of coal mining plants connected by incline and rope-rode, and to have designed the incline itself with tunnels and bridges to overcome the geographical peculiarity.
