The purpose of this study is to clarify to process of establishment and method of realization the public square utilized parking lot “Shinsakae terrace” managed by local shop owners. “Shinsakae terrace” has been continued by temporary use. It has been managed by local shop owners after 2016. One of the primary factors of practicable is the method “exchange the right of using” with idle public land. In addition, another primary factor of practicable is to attempt careful consensus building for local shop owner who has opposition or anxiety concerning parking loss.
