This report aims to clarify the real state of management and utilization of vacant houses on heavy snowfall areas in Tohoku. As a result, in many cities, local residents and neighborhood associations had cooperated on the vacant house survey. However, there have been few cooperates on the utilization of vacant house and site. In this situation, some cities had taken measures to management and utilization by local citizens. Example, the city provides a subsidy that local residents remove snow on the vacant house roof and removes vacant house for local citizens to management and utilization of the site.
