Abstract

More than half a century since the establishment of the incentive zoning system in the United States and Japan, some of privately owned public spaces are under inactive public use and inadequate management. This study aims to clarify the concept and contents of the new design standard for privately owned public space established in NYC Zoning Resolution Amendment in 2007, and to obtain insight into the method of inducing spatial planning to enhance public use of the spaces. The study shows that the design standard detailed the ways to qualify proposed plan and the transparent process to certificate permission.
