This study focuses on the development of complex libraries to advance knowledge for use in city center revitalization based on the relationship between location characteristics and utilization. First, we conducted a questionnaire survey of 78 complex libraries established between 2008 and 2017. Second, we analyzed the development trends of the libraries and considered their impact on library utilization. Finally, we analyzed the relationship between planning document post-evaluation and utilization and examined methods to promote the revitalization of city centers in the future development of complex libraries.
