Abstract

This study examined trends in private lodging services in the Tokyo’s 23 wards in order to better understand the details of limitations, location trends, and operational issues in each ward. The number of registered private lodging businesses in the Tokyo’s 23 wards has been fluctuating, and the usage of those buildings has been changing significantly. Limitations on the implementation of private lodging businesses were set for exclusive residential area in many wards, but there were differences in the limitation period and management response, and some wards were found to progressively introduce stricter limitations.
