This paper aims to analyze the function and institutional system of intermediate support organizations (ISOs) in road maintenance adopt program based on a case study on Kitakyushu City Road Supporter Program. An interview survey was conducted on the two ISOs (Non-Profit Organizations), relevant city officials, 14 leaders of the supporter groups. The major findings are as follows: a) The NPOs are evaluated by the officials and the leaders on the functions of such as intermediation between them, improvement of the system and its operations. b) The systems such as conditions of NPOs’ selection, possibility of multiple-year-contract contribute the above functions.
