Since the 2014 refugee crisis, Germany has been the European developed country that received the largest number of refugees with the biggest test of refugee housing placement. This article takes the small town of Altena in Germany as the study target, by analyzing the process of ASR’s settlements to clarify the relationship between governmental policies, and social integration. The result shows decentralized accommodation help accelerate social integration and reduce interior conflict under the targeted help of local volunteer group. However, ASRs in decentralized accommodation require more volunteer power, appliances, and space that can consider language learning and baby parenting.
