Abstract

This study clarifies the change of disaster prevention capacity by Central Area Revitalization Project (CARP) in local city, targeting five cities of Tokai region. Central area of each city has not only strong hub, like central station, inducing people but also main disaster prevention facilities like city hall or emergency transport route. Through CARP, especially upgrading of station plaza is effective because of increasing evacuation capacity in the place where people gather most. On the other, concentration of high-rise residential building makes evacuation capacity in central area unsteady and relatively evacuation facilities preparation for stranded commuters is behind schedule.
