Methods for finding and organizing the actors to manage small-scale parks were explored. Twenty-one cases related to the promotion of a park management organizations in Okazaki City, were analyzed. In motivating the establishment of a PMO, it is important to approach potential bearers of utilization before those of maintenance. There are three starting points for discovering PMO players: (1) local community-based organizations, (2) NPOs, and (3) NPOs followed by involvement of local community-based organizations. In organizing PMOs, it is important to provide accompaniment support for motivation building and consensus building.
