New Muroran Comprehensive Plan was revised in March 1998. Comprehensive Plan Council started to make plan on 29 May 1996. Council system was the same way as old plan making process and was criticized by 3 men on newspapers because of no participation system. Muroran City Office introduced public meetings for basic concept and for basic plan of the new comprehensive plan. There are few differences between contents of old plan and that of new plan. Participation was introduced after criticism but it wasn't enough because of not claer dealing with the opinions from citizens.
