Abstract
The purpose of this paper is to investigate the effects of citizen participation and citizens' activity on making various use of river site which are requested to change in accordance whith social policy and public acceptance. To conclude, (1) Some spheres of activities are wide, and the others are deep, and they complement each other. (2) These activities are flexible, expandable, original, etc. and they could make practical and various use of river site. (3) These activities are able to regenerate the community around river.
