Abstract
Among the various problems on irrigation ponds, maintenance and utilization of them are one of important problems. At the Kani River Basin located in southeastern area of Gifu prefecture, 2 cities and 1 town formed the cooperative and 10 irrigation ponds are controlled by the cooperative. As this area were damaged by a lot of floods and droughts, Gifu Prefecture began to constructed 9 big ponds for flood control and irrigation water supply by financial aid of national government in 1947. 9 ponds working as multipurpose dams do the flood control by limiting water level and supply irrigation water for downstream area. This cooperative of which members are 2 cities and 1 town adjusts water level of irrigation ponds for flood control, supplies irrigation water stably, repairs and checks those ponds. 2 cities and 1 town is allotting these cost in propotion to the profit area, the length of the river, and the population. Such a method is like a integrated control of dams on the practical function side, and it is like a flood prevention cooperative on the organization side. This method can be evaluated as a strategy by which the ponds can be maintained surely.
