In the late decades, we can see the some salient changes in the features of developing countries. One of them is that land has become very scarce. The land needs to meet several demands of the non-agricultural sector as an “appropriate land”. Such land can be of three kinds; Merto-adjacent land, infrastructural land and agricultural land for mining purposes (Sathe: 2011). In Karnataka, most of these kinds of lands are dry land, which has been exerted for improving the status of farmers by irrigation. We will discuss the relation between “public” works and the system of management of conflicts between actors.
