Abstract
In1995,Hyougoken nanbu earthquake attacked Hanshin-awaji area. The investigations of Hanshin-Awaji disaster construction have been continued 41 times from 1995 to 2012 by Nara university. This is a micro scale database of building unit called Micro Geo Data including household name,building type and structure,floor level and land use concerning clearing sites of building collapsed by earthquake. We analyzed spatially and temporally the process of disaster reconstruction. As the results, according to the poverty level of the area, regional difference is clear in the ratio of new building construction. Moreover, clearing sites of collapsed building as vacant lot have still remained after 17years from the earthquake.The vacant lots and parking lots after clearing sites of collapsed buildings are called social fallow inside city. The increase of such social fallows inside city is caused to the aging of victims and loan problem of new building, building restriction which faces narrow road in Building Standards Act and the problem of difficult consensus on leased land and house lease. These problem are essential urban issues in Japan.
