Abstract

A field survey at Minami-Izu, Shizuoka, was conducted in order to consider the relationship between the migrations for business and local residents from a comprehensive perspective. The results showed that 6% of the migrants and 3% of the direct protesters were directly involved in the troubles . However, 51% of local residents composed of elderly people who spent most of their daytime in the village were the coordinators to avoid troubles and to make business successful. They basically supported migrants to ensure the stability of their village lives through directly and indirectly collecting information. Daily bargaining for shared consensus was important.
